There are some videos and the procedure is similar. The easy way is to use a Smartphone with the Google Translate app and use the Camera feature to translate what you are seeing onscreen. Also note that some models are made for the Japanese Market and only come in Japanese.

Some steps you can try:
Check Picture Location:
Ensure that the pictures you want to view are in the same folder location. Sometimes, if the images are scattered across different folders, they may not appear correctly in the photo viewer.
Repair or Reset the Photo App (for Windows 11):
Go to Settings > Apps > Photo.
Click on Advanced options.
Choose either Repair or Reset to address any potential issues with the Photo app.
Enable Thumbnail Previews (for Windows 10):
Open File Explorer Options:
Type "file explorer options" in the Windows search bar and select the first result.
Switch to the View tab.
Ensure that the option "Always show icons, never thumbnails" is unchecked.
Click Apply and then OK to save the changes.

Without any indication of 'make model (what it is)', it may be that the red light flashes whilst charging and it changes to green when charged or it changes to solid red or even just goes out.

If you are using Nickel Metal Hydride rechargeable batteries, they have come to the end of their lifespan. Buy New or use AA Lithium batteries.

I'm assuming by "shutter" you're referring to the one inside the camera and not the cover blades on the very front of the lens.
How old is the battery and do you use the camera a lot?
Old batteries can be fully charged but can become weak and not hold that charge when the camera is powered on. The shutter issue could be part of this as the battery might not be strong enough to power the shutter.
I think the batteries for these cameras are reasonably cheap so you could invest in a new one to see if that helps. An extra battery is always useful if you use the camera a lot.
If this is an old, well used camera part do wear out so if new battery doesn't help you may need to take it to a good repairer as the camera will need to be taken apart to find the problem.
Open front cover and locate the battery compartment door.
Gently remove the two "AA" alkaline batteries located in the battery compartment.
Install two new "AA" alkaline batteries into battery compartment. Make sure to match the positive (+) ends of the batteries with the positive (+) terminals located in the battery compartment.
Close battery compartment. The low battery indicator should not appear in the display.

This noise is more likely coming from the whatever is playing the video that than the camera recording itself. I have seen on old VCR machines. Play the video on something else to test..

If your Canon AV-1 is only shooting in Bulb (B) mode, it could be due to a malfunctioning shutter or aperture control. However, since the light meter is working correctly, it is possible that the issue is with the camera's shutter speed dial. The shutter speed dial is located on the top of the camera and should be set to a specific speed when shooting in aperture-priority mode. If the dial is stuck in the Bulb (B) position, then the camera will only shoot in bulb mode.
I would recommend taking your camera to a professional camera repair shop to have it inspected and repaired if necessary.
Normal people can't fix electronic cameras, you need to be an electronics engineer and an optical engineer. Take to a Camera Service Centre for evaluation and repair.
