My Dell 1815 needs Manual Feed Roller replacement. I was not able to find that part nor replacement instruction nor even local place where it can be serviced.

ok, well if the paper is in good condition then theres no problem so that means th the problem is in the roller that feed paper it can be one of 2
1.- the roller that helpsfeed paper is broken
or 2.- you wolud have to open completly your dell and check is if theres something in between the roller that is stoping the roller from moving

Also the feed tyre needs cleaned / changing and or cassette springs need stretching !!!
theres a good chance that excess toner or Rubber degredation is what is causing your Black line/band, The Manual feed tray Uses A feed roller and a Seperation Pad If toner has spilt on to the top of the manual feed Roller Housing theres a good chance it may be Seeping on to the print paper Via the Feed roller Instructions:- open tray One at the front of tray one is a Closed Hatch which can be opened Upwards using the finger release catches on either end. Once lifted upwards the Manual feed roller should be clearly Visible - Rotate the feed roller until you can see the blue lock plate ho;ding the fed roller in place, insert a flat blade screw driver an d twist gently until you hear the lock plate release , remove the feed roller. You should now see the Offending Seperation pad. Cleaning the Seperation pad should be done using a Rubber restoration Liquid and LintFree Cloth. Use the same on the Feed roller . refit roller to tray and close and lock the Blue plate . close down the Service Hatch and return to machine - You may need to run several pages through tray one before all tread marks Dissapear

Reinstalling the printer is related the Software.
If the paper gets physically jammed than its the driver setting issue or hardware issue.
Check if two sheets get jammed or only one sheet.
If it is two sheets than printer is picking up multiple sheets and paper gets jammed.
If the printer is jamming a single sheet than remove the Tray and look there is rubber roller inside if there are marks or lines on that rubber roller or if the roller roller is worn out than that rubber roller called as paper pickup roller need to be replaced.
If that looks fine than try to priny using manual feed and if the problem persists from manual feed too than try another toner cartridge
If the problem is not from Manual feed Tray that Replace the main Tray with known good Tray and check if the issue resolved.
but using some detective skills I've decided you are using a HP machine
Yup Dirty damaged worn feed roller but what model machine is it they are all different but pull out tray 2 cassette all the way and look in, there is probally a cylinder like rubber roller 5cm wide front centre of where cassette slides in, there might be roller on the cassette too at the front center as well.
Most modern printers feed rollers just slide off after lifting small plastic tabs on them and gently pulling, feed rollers are available but you can sometimes also get results by cleaning them with a dash of metho or water on a rag.
If paper feeds 2wo sheets at once then you need to change the seperation pad/roller too.
