Cub Cadet IH 382 Hydro
There is a drain plug on bottom of transmission.I believe it had a 9/16 head I know my Cub Cadet required me to remove the seat to make it easier.
Freewheel lever broken
For the wire to come all the way out lever on top of the trans must be broken. I've seen a few. Jack rear of mower up, remove rear right wheel and find remnants of lever. With pliers turn this all the way forward, mower will now go. But to fit new lever trans will have to be removed. Dont forget the axle key.
My husquarna 2348 keep get slow forward and backup put new belt on it
I have found this on many husqvarnas around this model. A grass build up between the chassis and the second skin above the steering quadrant. lower the cutter deck, get on your knees on the left side of mower and reach up behind and into the back of where the clutch shaft goes into the chassis. The cavity is about 1 1/2 " high. Remove all packed grass.

hydrostatic transmission there is only one throttle setting and that is WFO. if it is running slower than it used to, and the drive belt is snug, then you are looking at a failing transmission.
How to replace the spindle on a 48 inch mower deck
OK, Now I see your question under a different post. You are going to have to pull the deck out from under the spindle housing and spindle and replace them. They usually come as an assembly. after removing teh deck you should see the spindle housing retaining bolts to remove. Make sure you pull the blade off that spindle before you try removing it.

There are usually one or two idler pulleys on the belt that runs from the engine to the transmission. Check those, more than likely one has gone bad. the should spin freely with the brake engaged, and the should not wobble.

if the drive belt continues to come off it could be that
the drive belt spring tensioner has failed.

Sounds like your choke cable needs adjustment. Follow the choke cable to where it mounts on the carb. Move the choke lever at the same time watching where it mounts to the carb. there is usually a clamp holding the cable in place, you may need to loosen the clamp and slide the cable back to make the choke fully close
