You are overcharging the battery and burning it up. 29 volts is way too much. You shouldn't get over 14.5. It's the voltage regulator. You're right on the money dude. Happy mowing.

You have a flat spot in your drive belt or a chunk out the belt .

check the fuek lines for hole and leaks, check the fuel filter and clean if necessary. remove the carbuerator and inspect the gasket; it should be soft and flexible, if it seems hard or brittle replace it. clean the carb with carb cleaner sray (available at any local auto parts store) and compressed air. make sure you get inside the small fuel rail holes.

your starter bendix is bad
a common problem
any small engine shop will have a new one

Took out the first cotter pin in the cruise control rod assembly (starting from top) and freed the lock body by hand. Everything is back to normal. Posting solution for future reference.

the soneloid switch sends power to starter . check power on red wire on starter when key on full .if no power must be soneloid switch problem even though it clicks

why, just fill tank

Your seat safety switch is not working. If the seat switch isn't activated, ie. a person sitting on the seat, the safety system will stop the engine when the levers are engaged. There is probably only one lever safety switch, on the right lever, which is why the left one doesn't kill the engine. Check the seat switch continuity and the wiring for loose connections.
