I am experiencing problems with my tail lights and clearance lights on my 1996 Ford F350. Head lights and cab clearance lights work fine. Flatbed box lights and tail lights are not working. I've traced the wiring harness back to near the fire wall however, the plug at the rear of the truck doesn't test for power on that circuit. The lights themselves do work fine. All fuses test ok. Is there any way to find the actual wiring harness diagram or to test each circuit individually?

First check the fuse, the clearance lights are not factory in most cases and the wiring gets shorted from poor wiring. Once you replace the fuse see if the lights come on, if the fuse blows right away find the wiring to the clearance lights and disconnect them, if the short goes away it is a I said the wiring is shorted. If you don't have the owner's manual you should be able to download it at the link provided. It should be fuse #10 a 20 AMP in the interior fuse box. http://www.fordservicecontent.com/Ford_Content/catalog/owner_guides/97ecoog1e.pdf
The hard braking sounds like a faulty master cylinder and the light problem if I understand your explanation correctly is a brake light switch problem that may just need an adjustment or if corroded or very dirty may need replaced.
