Hi and welcone to FixYa. I am Kelly. When water wont shut off no matter what you do the problem is inside of the water valve assy. Usually there is a small bit of debris in the diaphram center hole that is holding the water passage open.

Here is what you can try to do to clear if BEFORE replacing the eater Valve.

1. Get a bucket
2. Turn off both water supply hoses momentarily
3. Set the water temp to warm
4. Remove ONE hose from the wall connection and place the hose in a the bucket.
5. Turn on the remaning connected hose/
6. Start machine fill cycle and tap the hose connection at the water valve on the back of the machine with either a screw driver or hammer handle.

Timer OFF

REVERSE HOSE CONNECTIONS ON THE WALL CONNECTION.

7. Place the other hose in the bucket
8. Start Fill cycle.
9. Again tap the hose connection at the water valve
10. Stop timer.
11. Reconnect both hoses and test for water flow with timer off.
12. Start fill cycle
13. Rapidly select hot and cold wash water.
14. STOP fill cycle.
15. Remove each hose individually from the water valve one at a time.
16. Use a knive blade and remove the inlet screen from the water valve. Wash screen under slowly running water rubbing it clean with your fingers. Re install screen. Reconnect water hose.
17. Repeat step 16 for opposite hose and screen.
18. Turn on water supply.
19. Test for proper filling and water stopping by starting and stopping fill cycle.

If it works you got lucky. If you still have the problem you will need to change the water valve. Either one of these water valves will work on your machine:

The water will not drain. The tub starts

The pump is clogged. The only way to fix this is to clamp off the hose to the tub and remove the hose from the pump and remove what ever clogged the pump. Expect to get a little wet.

The water does not shut off even after it reaches the proper level it continues to run and it overfills and leaks out the bottom of the washer the clear hose is not clogged and we blow into it we can hear...

If it fills with water and starts the cycle and the water keeps running in then your water inlet valve on the back where the water supply comes in is sticking. It needs replacing.

Water valve is stuck open, probably by lime or calcium build-up. Proper fix is to replace the water valve. How old is the washer?

The water wont shut off

Check water valve. Solenoid may be stuck. This is where your hoses attach to, all one unit.

Washer leaks and keeps shutting off when it starts to spin.

it sounds like your washer is not draining before it starts spinning. the machine should not have visable water in it when it starts to spin. make sure there is no water in the machine and that it is draining properly.

Water keeps running.......

i assume washer never starts running if not suspect water level switch or connection hose also be sure small hose to switch is not plugged or mashed flat even a small hole in hose may cause it not to get pressure to tell switch drum is full ..if washer does start running suspect bad water valve may not be shutting off

Kenmore Washing Machine 70 series

You most likely have a broken coupler between the motor and gearcase.
You can buy the part for about $10 or have someone come out and replace it for about $150-200.
If you will post the complete model number from the the washer so I can see which style cabinet you have, I will try to walk you through the repair. It isn't very complicated if you are handy with home repairs.
With the age of the machine it probably just needs a coupler, but it could also have a problem in the transmission or basket drive that has caused the failure.
