Is not the ballast. the problem is the control box

Here is the solution I did and it works.

1. Looking at the power supply board, replaced the capacitor (450v 150uF). I harvested the capacitor from old desktop power supply value (450v 330uF).

2. Replaced capacitor (50v 1uF) with 50v 47uF.

3. Replaced diode (UF4007) Fairchild brand.

4. Cleaned all the soldering joints by using toothbrush and isopropyl alcohol 91% proof.

5. Resoldered all transformers' legs. coil/inductor's legs., transistors' legs - the one with metal heatsink.

6. The most important is the INVERTER BOARD. Disassebly is quite hard. But it is worthy. You'll noticed that the board has soldering paste shorting the legs of 8 tiny green capacitors' legs. Use a big needle pin and removed these paste. Also the six transformers' legs. Also the middle part of the board. Next use the toothbrush and alcohol gently brush until look shiny. Let it dry for 15-20 minutes. Next, resolder the legs of 8 green tiny capacitors. Be careful because the gap is less than 2mm. Next resolder the legs of the 6 transformers. Next, clean the paste if present among the legs of capacitors and transformers. That's it.
