First of All overflocking is for noobs. Is it a socket 757 then buy a Xeon 5450 chip instead, this is a quadcore 3.16ghz chip with 25 mb cache, wich is higher than a i7... That makes it faster. Overflocking wont. Also the q6600 is slower than the e8400 or e 8500 so beter swap that couldnt, the q 6600 is crappalosio. I also had it and bounced it very quick.
second of All use a mainbiard with higher fsb steeds, so you need a socket 757 voard with ddr3 as ddr2 has a fsb or frontspeedbus clockspeed of 800mhz in comparison to the ddr3 with 1333mhz... Thats how you Male that pc faster, overflocking is never maling a pc faster it only makes a part of the Mathematical process faster but also Will Always resolve in issues as the rest is not following this setup. Thats why every System lines stability with overflocking. So check for a xeon!

2-Is your power cable properly connected and have main power switched on both your power supply unit and the wall plug?
3-Is the 20/24-pin ATX power connector has been connected between your motherboard and power supply?
4-Can The standby power LED (Green blue) light up

Fix 1
(1) Isolate The power going into your system (
i.e. connect your system to the wall plug directly, without sharing the
power with any other devices via power extension cable.)
(2) Check if
the power supply and power cable functions correctly, and have the
input of your power supply set to the correct position (either 100/110V
or 220/240V, depending on your country)
(3) Please try replacing your power supply.

Please try the latest BIOS. I recommend you to use AFUDOS to update BIOS. You need to unzip it to get the ROM file.
You should use the command as follows:
AFUDOS /i[biosname]
or, afudos /i A:\BIOSNAME.rom(if the BIOS file is in the floppy disk)
You
can store your BIOS into a floppy disk or a hard disk with FAT format.
Then, you will be able to use AFUDOS to access the BIOS ROM file.
If
it is not convenient for you to use DOS and AFUDOS, you can try to use
EZ Flash. You can save the BIOS file into a flash disk then boot the
system and enter BIOS, then you can update your BIOS by EZ Flash which
is in the BIOS Tools page. Please load the default settings in BIOS
after you have succeeded updating BIOS.

Do extensive diagnostic tests:
1. Set BIOS to default settings and do not use overclock settings, check.
2. Memory test, download ISO image, burn it onto cd and boot from it.
If memory fails after several hours testing: Replace memory
3. Flash the latest (original)[beta] BIOS version.
4. Connect just one (1) harddisk and test for longer time. *
5. Add second harddisk and test for longer time. *
6. Add third harddisk and test for longer time.
