I have a linksys router so i'm not sure if this will work for yours, but the default username and password are admin. Run the setup CD or call customer support for a quick simple answer.
Make sure that your computer is able to go online directly through the modem. If your computer is able to go online through the modem, that means the modem is working fine. You will need to connect the computer to the router and the modem to the router. open the set up page of the router and change the settings of the router according to the ISP.

Your Belkin router is normally configured to get a dynamic IP Add from your Internet provider unless otherwise configured. Most ISP's network where clients/subscribers connect (through DSL) has a DHCP server that hands out this IP adds. If your router keeps on changing its WAN IP add, it may presumably be because: 1. Your router keeps on rebooting or powering on/off and everytime it turns on, it is given a new IP add; 2. Your ISP's DHCP server keeps on renewing its lease on the IP add given to your router.
Corrective measures would entail: a. Do a full hard reset of your router and go through the installation setup again. Of course this would revert all settings/configuration to factory default; and/or b. Contact your ISP and explain your concern.
In some cases, the router's MAC address has an issue that the ISP's DHCP is keeping a hard time recognizing it. this can be corrected with a firmware update.
Hope this be of help/idea. Pls post back how things tunrs up or should you need additional information.

Need clarification: 1. Is this a wireless connection. 2. Broadband Internet? Your router is the only way to get to your Broadband connection? 3. What operating system do you have. 4. Did you ever have a connection in the past or is this a new router on your network?
Try port 80? Port 80 is the standard for web traffic. your browser will default to 80 if you leave off the ":81" Try that and add an "HTTP://" in front.
Unplug the router for 10 seconds and again plug in. Sometimes a simple
restart can resolve network problems on a Belkin router.Disable the "Windows Firewall," which might be preventing an outgoing
connection. Click the "Start" menu, type "Windows Firewall" and press
"Enter." Click "Turn Windows Firewall on or off." Click on "Off." Click
"OK." Make sure the router is connected properly to your modem with an Ethernet cable via the router's "WAN" port on the back.Follow the simple steps to set up the Belkin wireless routerIf you need any kind of technical assistance, you can contact support cell at http://www.vtechsquad.com
