It shouldnt need to be defrosted if it is a frost free refer. It sounds like your defrost drain line is clogged and backing up. Check the drain pan underneath refer.

Move out the vegetable pans and see if there is a drain plug. Remove and pour baking soda and warm water mix to clean.

Your description of the problem means that the current is reaching the fridge but thats all. Either the wiring is faulty or the compressor is disconnected. Either way, you have to call the help as such matters are best handled by them.
Also there is a rotatory switch that controls the temp (the rheostat). If you turn it anti clock wise then it can also switch off the fridge. The lights will come on but the compressor will not run. Just like you have now. So please check this rheostat.

Actually the leaking water is from the evaporator coil unit.... Under normal conditions,Self-defrost refrigerators usually dispose the water generated during the defrost cycle through a tube or channel that directs the water a pan (Known as Drip pan), commonly below the refrigerator unit....
The channel or tube is clogged and the water is leaking to the refrigerator unit, so you need to clear that contamination.... This is all you need to do....
