My 2000 crown Victoria keeps popping my dashbord
If the fuse keeps blowing, you have a short circuit to a ground somewhere. The fuse protects the wiring from burning up. They, tool companies, make a short tester that takes the place of the fuse and buzzes when the short is present and stops buzzing when you move or locate the wire that is "shorted". Repair the wire that is touching a ground an the harness somewhere and then replace the fuse. i work on plenty of police and non police crown vics(mostly 2003 and newer) but i am not 100% sure if this car has a LIGHTING CONTROL MOBULE. the newer ones do. this module controls the headlights,interior lights,turn signals.etc. it is a black box located above the brake pedal but off towards the pass. side.not far from the OBD connector.i wanna say it has 2 or 3 electrical plugs. it would also help if you get a WIRING DIAGRAM. i dont know how much they cost but maybe try swapping in a used or alot of times ive been able to open up the plastic "case" and look to see if anything on the circuit board looks burnt. let me know if this helps!

you can look under seat an there is a connector , tie into that temporally with a sharp probe containing 12volts till you find correct wire to move it in direction desired.

How do i change the coolent
You can change it by finding any hose connected to the radiator and taking out the hose and let the water drip out and when its don't dripping tighten it back and add coolant/water

Oil on spark plug
If it's not just black and sooty( bad plug,wires or weak coil) but dark and OILY w/high mileage, It can be worn valve guide or valve seal, Bad piston rings(most likely items)
Low voltage
Go to an Autozone, Oreilys, or Advance store and ask for a charging system test.
Sometimes when a battery is bad, it is beyond the Alternators ability to keep it going from Low RPM. This is why the voltage drops so much at low speeds.
