How do I unstuck my Phone from line in use?
unplug all the phones in the house, or go out to the NID (network interface device) on the outside and disconnect the "line" from the "network". It should have a standard modular plug. You should be able to plug a regular phone into that jack and see if the line has cleared. Chances are there's a phone in the house that's partially off-hook.

The phone doesn't have any message capability - it is the central system (KSU) behind it, which can be one of several types. Generally, F981 will get you into the voicemail system, 0000 is the default password, else you will need to know the existing password for that extension, then follow the prompts (8=admin).
Display is blank
Phones I work on have a ribbon cable going from display window to main body, sometimes get knocked around and ribbon cable dislodges. Just have to reconnect cable, inside the phone.

Not sure what you mean by Show key but if it's to check what the buttons are programmed for, you do this:
-press Feature button (strange satellite/orbit button above the Off Hook/Pick up red button on right)
-press *
-press 0
-then press button you want to check

Have you tried feature 985, and then press 9, and enter the passed resetsmppwd? That should reset the login on feature 983 to 1020000 for three digit extensions, or 102000 for two digit extensions. Once you get into there, you can reset the mailbox password for the general delivery mailbox. Depending on your system, even though the general delivery mailbox might be on extension 363, the mailbox number is likely to be 100.
How to Change COS (Class of Service) Password
If you set the all line and set restrictions to no restrictions, you are not restricted from making any calls. I don't think it's the phone system requiring this 4 digit code. Are you sure all your lines are set with the same long distance provider. Did the lines in the dial 8 group require a code. (ie some users had the long distance provider set up their lines to need a code entered to charge calls off to different job codes, so they can distribute the charges correctly).
You should now be able to call 9+1+area code+number, with no restrictions.
