slow lighting is not all that uncommon on these ranges. Make sure the burners are clean and that you can see the spark at each ignitor. If that is OK, check the gas pressure to the burners.

FR Second oven error sensed

The grease filter is in the center between the lights. See the interior and ventilation diagram available here: https://www.searspartsdirect.com/model-number/jmv9196cs3/1266/0123370.html . However, you might have this: https://www.partselect.com/Models/JMV9196CS3/Sections/04-Interior-And-Ventilation-Parts/?ModelID=7548870&ModelNum=JMV9196CS3&mfgModelNum=&ManufactureID=1&Selected=0794E2BFBF59CB9582BAA592BE0124B3C5F48AE9.gif&Position=4&mfg=Maytag&Type=&Mark=4 . The base (33) is secured by the door hinge (part 32). I'd suggest you try pushing up on the sides of the base and seeing if it will then rotate down. Unfortunately, I don't see any details about Jennaire microwaves with this type of base.

It could be under the top or in the back. Remove the top and look for it there first. Part 18 is what your looking for, good luck.

Check the circulation fan. There should be air flow to prevent this. There should also be an auto-defrost cycle. Make sure the door gasket is in good order and sealing properly.
