Fix an american standard slow close toilet seat
Check the chain the goes between the handle and the flapper.
It should not be taught. If it is it will not permit the flapper to seat
properly and water will leak out. Adjust the chain length so the flapper is seated and there is just a little slack in the chain.

No that flaw it is just not adjusted right. All that you need to do is adjust the chain so the float can not get under the flapper. To do this remove the hook from the flush handel. Once that is done adjust the chain by moving the hook down the chain a couple of links or un till you have about 2 links of slack.

Relace flush valve seal
The American Standard Cadet 3 flowise one piece toilet uses a flapper valve with a soft nylon washer to seal against the water outlet.
Over time this nylon washer develops 'puckers' causing water to seep between the nylon washer and the seat of the flapper. This seepage causes the water level in the tank to drop to a point where the water inlet valve opens to replace the lost water in the tank.
There are two ways to correct this problem:
1. Replace the soft nylon washer on the flapper, or
2. Replace the entire flapper valve.

When flushing toilet, water spins in bowl but does
It's either plugged or the tank isn't filling properly.
If it's the tank then the fill valve in the tank needs to be adjusted. There should be a screw to adjust the float ball. Back the screw out until the fill valve starts to run;let the water run until the tank fills to the fill line then turn the screw back in.Try flushing the toilet. If that doesn't work then the toilet is probably plugged.
If it's plugged you may need to rent/borrow a snake to clear the line.

Cadet 3 toilet smells like pee - NOT a SEWER
If your contractor supplied the toilet, then it is his/her problem, not yours. If you supplied the toilet, then: take a mirror and examine under the lip of the bowl. How does the glazing look? Are there areas without glaze? If so, these bare areas are a breeding ground for bad odors. You can try a thorough cleaning both inside the bowl and around the outside of the toilet with an amonia cleaning product. If you use amonia, DO NOT use bleach: the two combined create a deadly gas. Whatever you do, do not hang a bleach based product inside the tank: the bleach will eat away at anything rubber inside the tank. There is a bleach product that hangs inside the tank and disperses the bleach directly into the tube that leads to the toilet bowl. This would be OK.

I broke the pvc pipes
the PVC pipes used to plumb bathtubs can be either rigid PVC pipe or flex PVC pipe. You may use either kind and is usually available at your local Home Center.
