The dial is rarely broken. The cycle and the times for each part of the cycle are control by the main control board. If your spin cycle isn't working it might be the control board depending on what exactly the spin cycle is doing. The boards are usually kind of expensive (about $150).

(which gives returns if you have the wrong part).
First of all though, you should go to YouTube and type in "replacing a control board for a GE washer" and you will get plenty of troubleshooting and instructional videos to help determine which part actually is failing,and to get that repair done
