The panel comes off some snap off others have a couple screws hidden under the drip tray. After removing the outer panel, you will see some screws holding the paddle in place.

SOURCE: Handle replacement for water dispenser

Melissa, you don't get it from the inside. Remove the drip tray by pulling it out. You should see two screws holding the dispenser cover on each side of the bottom. Remove these screws and push up on the dispenser cover, there's 3 hooks on the top. Unplug the harness from the dispenser board and get the cover out of the way. Now is the hard part. You have to get at the module itself that holds the paddle. These can be a fight. If you go to Sears.com, go to appliance then parts and post your model number you should get a breakdown of the dispenser that will guide you. Catriver..post back

SOURCE: Frigidaire signaling water dispenser instead of ice maker

Sounds like the water solinoid valves are wired wrong. One activates The water dispenser. The other the ice maker. That, why every so often the water shoots out on the floor. The ice maker is telling the valve to open.

Ice Dispensing Paddle is Broken

Not sure about the frigidaire, but most front panels can be removed from front. If you look around outer edge of trim piece there might be little screwdriver slot. Carefully pry off trim piece(faceplate),disconnect electrical plug on back, set aside.Once removed you should see you solution for removing paddle.

Frigidaire side-by-side model # FRS26H5ASB4 making humming or buzzing noise

I had the same problem. I found the buzzing noise was caused by ice build up around the fan motor inside the freezer. I believe water must have leaked down around the fan during a defrost cycle. I removed the ice maker, the ice cube bin and ice dispenser auger motor. It sounds complicated, but it isn't too bad. The ice maker and auger are connected with quick connect plugs. So just unplug, remove the screws and remove them from the freezer. You will need to remove several other screws as well, I believe 11 in total as well as the top freezer rack. This will give you access to the white aluminum panel that runs from the top of the freezer to about halfway down the back of the freezer. After you remove the aluminum panel you will see the fan about half way down the freezer. I found a lot of ice around my fan. The fan blades were hitting the ice causing the buzz. Remove the ice and the buzzing is gone. It took me an hour to complete this repair. I hope this helps.
