Hello,
I found this that may help you:
"Set the date and time      You can set the date and time from the control panel. When a fax is transmitted, the
current date and time are printed along with the fax header. The date and time format
is based on the language and country/region setting.
Note If your HP all-in-one loses power, you will need to reset the date and time.
1 Press Setup.
2 Press 4, and then press 1.
This selects Basic Fax Setup and then selects Date and Time.
3 Enter the month, day, and year by pressing the appropriate numbers on the
keypad. Depending on your country/region setting, you might enter the date in a
different order.
The underline cursor is presented initially beneath the first digit; it automatically
advances to the next digit when you press a button. The time prompt
automatically appears after you enter the last digit of the date.
4 Enter the hours and minutes.
5 If your time is displayed in the 12-hour format, press 1 for AM, or 2 for PM.
The new date and time settings appear on the control panel display. "

Utc Dial does not match Digital utc readout and I can't for the life of me figure out how to sync them

I finally figured this out... You must zero all the hands by setting the mode to CHR and pulling the stem to the second stop. Go through the process of setting the hour and second hand to zero. The secret is that zeroing the MINUTE hand also controls the UTC display zeroing. You will have to crank it until the UTC display reads 0:00 (24:00). Then go back and set the time and so on as usual.

Set Date

Entering the Date and Time Note: When your machine is connected to a computer with the MP driver installed, even if the date and time are entered from the Operation Panel of the machine, the date and time will be read from your computer every time you start the computer, turn the machine on, or disconnect and connect the USB cable. When using your machine connecting to your computer, set the date and time on your computer precisely.
The date and time will be reset when you disconnect the power cord or there is a power failure. In this case, you can set it again on the machine. Alternatively, it can be read from your computer and set on the machine by connecting the machine to your computer with the MP driver installed.

1. Press [FAX], then press [Menu].
2. Use [ left ] or [ right ] to select <USER SETTINGS>.
3. Press [OK] two times.
4. Use the numeric buttons to enter the date and time (in 24-hour format). Enter only the last two digits of the year.
5. Press [OK].
6. Press [Stop/Reset].
