Here is a repair service for the ELEMENT PHD42W39US:
http://www.coppelltvrepair.com/p/560/repair-service-for-element-phd42w39us-ysus-board-causing-dark-screen-or-tv-not-powering-on-problem
Not sure this particular one applies to your case though...usually when sustain boards fail you lose the whole screen or brightness...or, at worst, develop some vertical lines.

Element FLX-3710 37" LCD tv will not turn on

power supply problem of course...set is not dead so line fuse would be good as you said...regulating power supplies are very stable but do contain >>>CAPs<<< caps can leak ,swell do to heat ,etc.
check for visible signs of damage to caps. on circuit board...check regulating transistor( on heat sink)
the >>> on off on off routine<<< makes me think check caps!!!!!

Drill runs slow with each of two batteries

This can be problem with worn brushes - especially if drill was extensively used. In case drill is new, problem would be probably elsewhere, also trigger can be defective and it does not let all energy go to motor. Juraj

Phone is dead, battery fully charged. Need instructions on how to disassemble the phone to look for obvious problems.

From the back of the phone, remove 1 screw @ the top/center. Take the battery cover off, remove the battery. Remove 4 screws. With a medium size blade
screwdriver, gently pry the case apart at the battery charger hole. Just pry the plastic, not the connector case. Then with a very thin precision blade screwdriver, work your way around both sides of the case. Note: there is a connector that goes to the display portion of the phone. Once the case is open, gently pry the connector of the main circuit board. There will be a keyboard cover, 2 side button plastic pieces, 2 side button circuit boards, the top plastic cover, and the bottom main circuit board.

Good Luck

Heating element in Crosley Clothes dryer

Before you replace the heating element, check the thermal fuse. All heaters have safety thermal fuse. This opens in case the thermostat fails. This is normally attached on or near the heating element, looks like diode. (When replacing, do not solder ! this will damage the fuse)
