First thing to check is make sure your maps are up to date. Run your device through TomTom Home and make the proper updates. 1/2 a mile away seems too far of a distance to be off by. I've taken trips on my TomTom and even other brands for that matter, and it is not unusual to be slightly off or announce the arrival a few hundred feet too early. If it is navigating you to the wrong street, you need to update your maps. The maps are very reliable on my device so use that as a starting point.
Reset
Start up your TomTom and find the preferences icon. The lips icon has the option of changing the voice, and you can switch back to English from there.

It sounds like the TomTom isn't able to boot up. This may be due to a software or data issue.
Have you tried to (use HOME on your computer to) connect to the TomTom server ? to update the software/data, and/or tried to restore the software / data with the (previously) backed-up copy (that you had previously saved on your computer) ?
How can I set time?
You can set (or reset) your Time (& display format) using the "Menu".
From your Driving screen (showing map of current location), tap on the (middle of the) screen, to show the Main Menu (on the next screen),
Look for, and tap on "Change preferences".
On the next screen, look for and tap "Set Unit". On the next screen, select (tap on TIME), and you can set (reset) the (display) format and time.
How can I set time and volume?
These 2 things can be done using the "Menu". (You can also adjust the Volume from the Driving Screen - tap bottom left area and slide the volume bar to adjust the volume).

On the next screen, look for and tap "Set Unit". On the next screen, select (tap on TIME), and you can set (reset) the (display) format and time.

On the next screen, look for and tap "Volume preferences". You can then tap on the bar (position) and test/hear the level of the sound. And/or you can select "Link Volume to car Speed" ... and tap Done.
How do I update maps on tom tom one from computer to GPS ?
Usually, you connect your TomTom to your computer, and use the TomTom software (e.g. HOME) to update (e.g. buy, download and install) your map(s).
If your question is about how to copy a (new / another) map on your computer to your TomTom device (i.e. without using the TomTom HOME software), you can simply copy the "map" folder (of the map on your computer) to your TomTom Device (that you've connected to your computer).
You may have other questions like, is there enough memory on your TomTom device for the map ?; is the (new/other) map version compatible for the TomTom (model/version) device that you have ?; is the map "activated" to run on your TomTom device? etc.

Yes, If your device cannot acquire a signal when mounted on the windscreen, this may be because your car has Heat Reflective Shielding on the glass. This can block GPS signals from reaching your device, to solve this you may need to purchase an additional aerial.
