Not detecting usb flash drive
Some USB deviceswill not function properly after a "computer format." Transcend flash drives, for example, have a downloadable formatting program from the manufacturer's website to properly reconfigure the drive.
I don't know the specific model, but perhaps http://www.kingston.com/support/USBFLASHDRIVES/default.asp would be of assistance.

When i format my kingston usb it shows IOCTL error
first check and see if you have an actual kingston drive. if the metal part of the drive is sticking out of the plastic there will be a number laser etched into the plastic. if its the retractable type it will be laser etched on the side of the metal plug. if it has either of those things etched, call kingston. they have pretty decent customer service. if there is no number etched. you have a clone.

My computer won't recognise my 4gb kingston
Try the stick in a different USB port on your computer.
Try the stick in some other computer.
If it does not work, it could be defective -- take it back to where you bought it, and get them to demonstrate that it works in one of their computers, or get them to replace it.
