The Headlight fuses are in the engine compartment fuse box. they are (2) Blue- 15Amp fuses that will be right together at the end of the fuses of which are in a line. The very end one is for the "Low" beams and the next 15Amp fuse is for the High beams. They will be right in line with 2 Red- !0A fuses

Common code you have there. My 2001 Elantra has kicked at least one if not both several times. The simplest trick is to get the cap tighter. double check your connections, make sure they are tight, not corroded, clean. also your starter solenoid may be bad or a fuse was blown.

I would need more information to answer your question. Does the starter crank the engine over and it won't start? Or does it not even crank over? What do you mean by "bump start" it? How old is the battery and how many miles are on the car?

As your check engine light is still on I would suggest that you have a hard fault retained in ECU, also the fact that you mention catalyst bank 1, I would suggest that your fault is actually the pre catalyst O2 sensor. Some versions of scan tools can sometimes be a little vague in their explanation of the fault. If possible supply the P code that lead you to catalyst fault? as this can assist diagnosis.
