I have the same issue, still looking for the root cause. So far i've fixed the microswitch, the valve and the electronics main board, the issue remains, so it's not coming from that. I finally found what the issue was in my case. The problem was with the led indicator light on the iron (the one on the front, close to the buttons on the iron itself). This was shorted and was causing the electronics to latch the EV continuously when powered. I just removed the led and it's working fine. You just need to remove the white cable to the led on the screwed connector on the back of the iron, if you don't want to mess with disassembly the whole iron.

I took the file on a nail clipper and turned the impeller inside the unit. Remove the cleaning fluid from the unit. Turn the unit upside down, On the part that sticks into the large hole of the fluid reservoir you'll see the impeller. Just turn it it enough to dislodge any whiskers and try it again. Worked for me. You can repair the shaver by replacing the batteries only if the shaver still works. If the shaver no longer does anything...will not run and light does not illuminate when plugged it, the circuit board is now bad and can not be repaired.To open the shaver, remove the two plastic screw covers on each side of the hole where the cord plugs in on the bottom of the shaver. Remove the two screws underneath. You can then slide the entire outer case off of the shaver. Be careful not to disturb the trimmer as it is extremely difficult to reattach. Inside, you will see a black inner cover. Unsnap to remove it and access the circuit board and batteries.You will find compatible batteries at shaveroutlet.com. You need two. The float that detects the water level might need freeing up. Or, assuming detachable water container, ensure that it is seated fully. Lift it up a bit and guide it down firmly. If it's not that, try unplugging the machine for about 5 mins. and see if it resets to normal operation.

I struggled with this for a while too till I found a diagram. Place the wire spring and the flat detente spring (all the way to the bottom of the slot) in as shown in this diagram. When the trimmer plate goes all the way in, the spring will snap into its correct final position. Lee

Shear pin if it has one is the most likely cause. The add them to shear rather that burning out the motor. Contact Braun for advice on that machine.
