    mic is ok it works well on my other raido. speaker is also ok. no audio output is checked on my meter none. output power is their. no receive is checked with my other raido turned on

Check your audio chip if they go out you will see power and no mod sometimes this can cause this issue

Most likely you need to replace the mic. and maybe the speaker as well. how can you be sure it does not transmit when noone can answer you since you cannot hear them.

CB Plays out PA Speaker

it is possible that the PA speaker output is intended for a normal (unpowered, unamplified) speaker. Perhaps in your case the audio you hear from the PA speaker is only signal leakage from the PA Speaker connection.
To know.. connect a regular speaker to the PA speaker connector (any speaker, home audio, old car 6x9....). If the PA works and drives the temporary speaker OK, and you hear no CB receive, then the PA output is for a normal speaker, with leakage of CB audio.
It is just a guess, but easy to try.

Theres no sound coming through the speaker ports .

At first consideration, the question appears a little vague. Any sound amplifier other than a simple two channel stereo system requires the appropriate driver signal(5.1, 6.1 et al ) in order to output sound to all speaker ports. If a stereo signal is fed in you will not get 5.1 or 6.1 or any other of the multiple speaker channel outputs from the speakers. The 5.1 or 6.1 etc. source signal must be provided on the medium you are playing or receiving for you to be able to hear it outputted on all speaker channels.
If on the other hand you mean that "There is no sound whatever coming through any of the speaker ports no matter what you play into the amp" then the whole thing would need to be checked from input to output by a Technician to determine at which point the source signal is being lost on its way through the entire circuitry.
In this case I would recommend you arrange for an fixed fee inspection which might include a minor repair up to that amount if that is what is found to be necessary.

While playing a CD, my Nakamichi Receiver 2 made a ''pop'' noise and lost the signal, with some smoke coming from the top vent near the front. It was in a confined area, and I believe it overheated and...

The output section has a problem. The receiver is in "protect" mode and wioll not turn on the speakers. This unit needs service. In all likelyhood, one or more of the output transistors has shorted and hte smoke came from a resistor that fried. This is a relatively simple repair for an audio repair shop. Figure around $40 for parts for this repair.

It powers up....no modulation ...output power..or receive....just static...galaxy dx 949...

Sounds like the PLL may be toast. Either that, or someone has **** with the wrong potentiometers or tuning slugs in the radio, causing to to no longer resonate on the correct freqs.

Sound cut out.

If it will turn back on then it is not a simple blown fuse. If you heard it 'POP' then I would take an educated guess and say that the integrated output amplifier module has blown. You could try disconnecting from the power and taking off the lid and checking to see if there is any physical signs of damage, but, unfortunately there usually isn't. Without electronic knowledge it will be difficult to pinpoint and trial and error replacing parts can quickly become economically unviable. Sorry and Good luck.

Sounds like you may have a blown output transistor or chip, which generally show no external signs of damage. This would take an experienced technician to find and fix, and I commend you for knowing to check the speakers, receiver and cables through substitution! If you're handy with a soldering iron and can find the parts, try replacing the output transistors or chips in question. These are what usually fail in audio power amplifiers - also check any power resistors for opens - some of them are designed to act as fuses to protect the more expensive components.
