try a fact resest should be a pin set hole in the back take a pin/paperclip tooth pick Press & Hold for 10 sec that should reset rotuer to factory defaults. That may help if not unplug router from power & unplug wan ethernet or unscrew wan coax for 30 sec if that still dont work call your internet service provider they can do remote reboots that may help
There is usually a small hole on the back or bottom of the Belkin router that you insert a open paper clip into and gently push it in till the unit goes of and starts blinking.
