There is no such thing that I know of. Bluetooth properties for the iPad or any Apple mobile device is only for audio, mouse and keyboard, it doesn't allow you to pair to other mobiles.

I just received my ingrow wireless keyboard case and it won’t pair with my iPad air

There is usually a button on the edge of the keyboard that turns it on/off. If you press and hold this button it will usually go into pairing mode, usually shown by a flashing LED. Then you can find it on the iPad Bluetooth page.

Based on your posting I am assuming that you are trying to connect the keyboard to your router. You cannot do that, regardless of the type of keyboard you have: regular (wired or wireless - more likely wireless) or Bluetooth. From your reference to a blinking blue light on the keyboard, it is almost certain that the keyboard is Bluetooth (the blinking blue light means the keyboard is in pair/connect mode waiting to pair and connect to a nearby Bluetooth device). You can connect the keyboard only to another Bluetooth device, such as cellphone, tablet, iPod, iPad or Bluetooth-enabled computer (desktop or laptop).

My keyboard (model K39336) connected easily, so here's what I had to do. Ensure the Ipad Bluetooth is on in settings. Turn on the keyboard, and when you see a single blue light, press the connect button. The iPad will give you a four digit code to type in on the keyboard. When you type in this code, the iPad and keyboard become 'paired' and keyboard input is available whenever the keyboard is turned on.

There must have been some updates to the IPad that made it not recognize the board. Either take the Ipad back to before the updates were put in or look for a patch at the manufactures site.

Blue lights beneath the word "power" and beneath the Bluetooth symbol should flash. In order to pair the keyboard, press the same button above "charge" and hold for a shorter time. The light beneath the Bluetooth symbol should flash.
