I'm guessing what you're wanting to do is use a DVD ROM to play DVDs on your TV?
I'm sure it's possible, though the list of things in my head that would be needed done so those pieces of hardware could talk to each other is getting exponentially longer the more I think about it..
So, here's something that may be easier:
Look on your laptop and see if it's got a VGA/DVI port on it (to hook up another monitor). If it does, look on the back of your T.V. and see if it also has the same looking port. If so, just get a monitor cable and connect them. Switch your tv over to the input number that's printed next to the port where you plugged in the monitor cable while the computer is running. Boom, there you go! :) You can plan DVDs on your laptop/desktop and just drag the window over to your TV as though it was a second monitor (you can also set up your player so it auto starts on that screen too).
Several screws for removing the case are located under the various stickers (including but not limited to the manufacture sticker, the OEM Windows Logo sticker, and the serial number sticker).
If you want to keep your OS and data safe then they best way to fix this issue by taking the motherboard backup battery out and put it back using following steps:You need to open the lower black panel apart for this you can follow the online YouTube tutorials. Once panel is taken apart then you will see a small battery cell connected with 2 red and black wires via jack. Take this ******** to disconnect the battery for about 10 mins then put it back and try turning on your pc. This shall reset your BIOS passwords etc and then you would be able to login in to your PC.
