If two of the three leds are flashing (the one on the left stays solid and the two other blink) then this is a no memory error and its likely the memory is not seated properly.
Remove the memory from under the keyboard and try one DIMM at a time in the slot on the back of the computer. Once the PC is booting again reintroduce the DIMM under the keyboard. Like the previous poster indicated the memory needs to be well seated.

You need to get a Recovery CD for your model laptop from Dell. Maybe your problem was not the lcd screen. Before you replaced the lcd screen you should have tried an external monitor to see if it would work. That would help isolate the problem which might be the Video Card. If I'm not mistaking, the D620 has the Nvidia Video Card that was a major manufacturing defect. In fact my daughter had one and I had to reflow the video card because it was bad.Count the Beeps and notice the pattern of the beeps ( 1 Long or 1 Long followed by 2 Short). They tell the technician what is going on with the computer. I'm betting you have a Video Card Problem.
An easy solution to this problem is to visit the manufacturer website and download the device specific drivers.If problem still occurs then i would suggest to use driver scanning tool like Driver scanner 2013. U can download the tool here:DriverScanner2013.net
I assume you mean factory installation. You need the disks. Unless there is a recovery partition, unlikely on this model. Alternatively you could find an oem windows xp home or professional depending on what coa sticker is on the laptop and install that.
You can download the WEBcam and device drivers from Dell WEB site, the support download page. Make sure you select your model desktop or laptop, better still, type in the Service Tag number, it is printed on the label on the bottom of the laptop and on the back or sides of a desktop. (If the Service Tag label is missing then go into the BIOS setting and on one of the BIOS pages, the Service Tag number will be displayed). This will open the page where the specific drivers for your model computer are located. Also make sure you select the Windows of the drivers for your Windows operating system. To repair missing or corrupted system file/s, boot up with the Windows installation CD then - Press R to repair when instructed. Press 1 or Enter to repair the C:\Windows folder. Then type chkdsk /r and then press Enter. The repair process will take quite a long time.
Do you see anything? No "ghost image"? A white cursor in the top left? Any damage ? Drop? Jarred? Bumped? May be backlighting, inverter, lose ribbon cable, bad graphic adapter. Can you attach a external monitor to verify the graphics adapter?
