It is using more fuel when it is cold, than warm. so i doubt it is the fuel filter. if the flow is inadequate warm, it would be even more so cold, that just does not make sense. i would look to whatever cold operation fuel enrichment mechanism as not shutting off when it warms up, too much fuel can make it run bad. olden days it was a choke not shutting off.
i had a 90s chrylser and the fuel filter was in the fuel line, accessible from under the car, kind of underneath the back seat. you may start to look there. if it has never been changed in 13 years time to do so even if it is not causing a problem. may be info on its location over on autozone website, they have a parts locator.
