I would check the power steering fluid first. This should be done with the engine off. If the fluid is at the correct level, check that the power steering belt did not break. If both of these are okay, you may need to replace the power steering pump. Also may help to grease the front end of the car/steering components, if you haven't recently done this.
You might have a leek and ther is no oil in the system

fill the reservoir and run the engine, move the steering from one side to another for a while than check if there is any oil under the car. if so you have a leek that needs to be solved

You need to look to your power steering system. First check your power steering reseivor for proper amount of fluid. If you can see the fluid when you open the reseivor, there's enough fluid..
Next, check deflection in the power steering belt. Should be no more than a 1/2 inch of movement in the center of belt. Be sure the engine is off.
If all this is ok, problem can be in the power steering rack and pinion unit. These can not be repaired, only replaced.
One last check. With engine running, have someone slowly rotate the steering wheel completely from side to side while you watch the wheels to determine if they are traveling through a complete turn. If not, this can also be a problem with rack and pinion.

Sounds like a bad steering rack & pinion assembly... is it only bad in one direction or both...?

I would use the factory Power steering fluid. However as long as the fluid is Hydrolic oil G 002 000 you will be fine. Just take this referance number in and have your local parts store see if they can come up with comprable fluid to the VW power steering fluid

do you live in high salted areas? If so, My freestyle had the same problem. It's the joint in the steering column (you can see it from underneath the vehicle) Just keep it lubed. I had to replace mine because it had worn out. Expensive. Also, it could be the bearings on top of your front struts. Dirt gets into it and binds it up. Poor engineering designs.
