Need to know why radio and interior lights don't work I even checked fuses under steering wheel On a 88 Ford Ltd crown Victoria

If it was an old police vehicle it has probably got an ignition kill switch located somewhere. This will have to be removed. And the wiring put back to factory standards. If not an old police car you are not getting voltage to the starter which is a bad relay. Do you get a clicking sound when you try to start? If yes, have someone keep hitting the start and listen and look for a relay under the hood.

SOURCE: HORN DOESNT WORK

You have to first check for power to the horns. Remove the plastic panel under the hood on top of the radiator support. The horns will be there on the side of the radiator support. Hook a 12V test light or volt meter to them and press the horn button and see if you have power there. If you do its a bad horn if you don't then check fuse no. 5 (15amp) in the engine compartment fuse panel. If it is good then the next step is to eliminate the relay also located in the engine compartment fuse box. Basically how it works is the no. 5 fuse feeds both sides of the relay. You have a switch side on the relay that feeds the horns and a coil side which when energized by the horn button creates a magnetic field which closes the switch in the relay and blows the horn.
If you have no power to the horn and your fuse is good try swapping the relay with another one in the fuse panel if it still doesn't work then go to the connector located at the blower motor under the hood,there will be 2 connectors that run on top of the blower motor,the one you want is the bottom one of the 2. It will be a square 12 pin connector. Find the dark blue wire there and ground it if horn blows then it will be the clock-spring or the horn button itself.

There is both a fuse and a relay for the fuel pumps electrical system. The image below of the Power Distribution Box is located in the engine compartment.

Headlight problem

I guess that means replacing the bulbs didn't work? The only other thing might be the dimmer switch. Its located on the bottom of the steering column, about halfway down fron the steering wheel.
