1998 Nissan altima whining sounds like power steering does when it is low but it is full and steers fine does not get louder when you turn the wheel but does get louder when you rev it up later I noticed a split in the belt could this be making the noise? Once again it is a whining sound not a squeaky sound

Hoses should be changed in pairs, because if one leaks, the other will leak not too long afterwards. You may have air in the system, or the pump may have failed. When you are bleeding the system, you have to have the car jacked up at the front and turn slowly full lock left, and full lock right.
You likely have a leak in your power steering system and is now low. When the fluid gets low it gets air in it causing the whine. It is likely your steering gear or high pressure hose (or both) that is leaking. Once the leak is repaired it is recommended to flush out your power steering fluid to DEX6 Transmission fluid. I would check for all the leaks under the vehicle and then flush out to transmission fluid - just adding fluid will likely not fix the issue as these vehicles are hard to bleed the air out of.
Power steering pumps whine when they are low on fluid, or if they are goin bad. Serpentine belts also whine in cold weather or when they are goin bad. Tru spraying just a little WD40 on the belts when its running, if it goes away, you should be thinking about a new belt. If nothing changes, check the power steering fluid, if its full, take to a mechanic
Are you check the power steering fluid? If it's a moaning sound, when you're turning the wheel, you're either
low on power steering fluid, your pump is getting weak or (most likely)
your rack and pinion steering pump is getting weak.
Check the belt tension before you do anything. Most of the time, this is the issue. Second could be just a badly worn belt. Simple and lest expensive things to start with.
u have a defectgive power steering pump, check the fluid level 1st, if that is ok flush the system and replace the pump, this will require a special power steering pulley puller and installer tool.
Sounds like a bad steering rack & pinion assembly... is it only bad in one direction or both...? If both then it's the rack assembly... Hope this helps...;-)
