If your 2010 Crown Victoria has functioning headlights, brake lights, and turn signals but no tail lights, the issue could be with the tail light circuit or with a specific component in the tail light assembly.
Here are a few things you can try to troubleshoot the issue:
Check the tail light fuses. Make sure that the tail light fuses are not blown. Check the vehicle's owner manual for the location of the fuses.
Check the tail light bulbs. Make sure that the tail light bulbs are working properly, if not replace them.
Check the wiring. Make sure that the wiring for the tail lights is connected properly and that there are no frayed wires or broken connections.
Check the brake light switch. The brake light switch is responsible for turning on the brake lights when the brake pedal is depressed. Make sure the brake light switch is working properly.
Check the turn signal switch. Make sure the turn signal switch is working properly, and properly wired to the tail lights.
If the problem persist after trying the above solutions, It would be best to consult a professional mechanic or an auto electrical technician to diagnose the issue, as it could be a malfunction in one of the electronic module that control the lighting. It's a good idea to take the vehicle to a dealership or repair shop that specializes in Ford vehicles. They will have access to the wiring diagrams and repair information needed to correctly diagnose and repair the issue with the tail lights.
Easy stuff first. Try replacing the #9 fuse on the interior fuse panel. This fuse protects the instrument panel, license, parking and tail light circuits. The panel is located under the dash to the left of the steering column. You will need to pry off the cover on the panel to access the fuses. The fuse you want is a 15 amp fuse located directly under the turn signal flasher. It should be easy to figure out which fuse it is because it will be 'blown' or open. This is easy to determine just by looking at the fuse once it's removed. And, if you aren't sure what's what, I'm sure you can find a diagram of this fuse panel somewhere on the Internets if you look around a little. I took this info out of the Owner Manual from my own '94 Vic. If this doesn't solve the problem I would suggest taking your Vic to a shop and letting them take a look at it.
Check all the bulbs at tail end for parking and brakes, test grounds and harness for trailer. Check fuses. clean batery terminals, Re instal head light swich properly and make sure all wires conect.

well makes no sense turnsignals are on ignition switch fed fuse and brake lights are on 24 hour fuse.. to me sounds like bad turn switch... it handles turn signals also hazzards. and brake lights have to go through the turn switch also... it is common problem.. combination switch is what they call it.. not hard to replace either....let me know
when you depres the brake pedal do yoiu hear a clicking noise in the steering column? (this noise would be a sign of the shift interlock solenoid functioning)? are all of the brake light bulbs working? (it wont let you shift without all brake bulbs working)....you can overide this shift feature by turning key to on position, without starting vehicle, shift into neutral, then into your desired gear. i hope this helpos your some! good luck!
i had one do about the same thing it also affected the headlights / dash and running lights what was found was broken wires by the passenger side trunk hinge the wires are in a flexable wire covering that runs from fender by the hinge up to the tail light lisc plate light wires were broken in there prob. from wear and tear
