As far as the guage issue it is most likely a problem with the body control module, have a trouble code test run on the BCM to determine the issue, the stalling is caused by the loss of the idle strategy learning when the battery went dead, the best thing to do is the following procedure I use to clear this issue.
Here is the most common cause of surges and stalls (or very low idle) near or at idle, it is the idle speed control air-bypass valve and throttle valve, they get full of gunk over the miles and cause idle issues (stalls) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

Josh. The best and safest way to find a short is to find it. But, the fuse wonwon't give yo time. So, Let's create time and replace the fuse with an aitomatic fuse/circuit breaker. It will cycle automaticly until you locat the problem. When yo locate the short it will quit cycling.. Just put it in place of the original fuse and listen. Do not exceed the original fuse capcity. they are available at autoparts stores. good luck and if this helps, fill our the questions fixya asks. please

Take the battery off and fully charge it - get a hydrometer to test it - its pointless going on if the battery is the cause of the problem.
If the battery is fully charged and you put it back on and the dials are dead - you have a serious problem.
You could need a complete new dashboard assembly - I had a Renault where this happened and it was big bills time - a new dashboard.
In the old days rust killed cars - now faulty electronics kill them - a dash could be $750 or more an ECU to manage the engine could be more.
It might need a garage with the correct computerised test equipment to fully diagnose.
GOOD LUCK
