Battery voltage is way low when you crank makes it sound like a machine gun. This can also be caused by a loose or corroded battery cable. Test the battery for a bad cell and look at the alternator to see if it is working correctly.

Did you pull a vacuum on the system before charging? Disconnect the blend door actuator and turn it by hand. These aren't known for having stuck blend doors.
01 town and country 3.8 v6... replaced fuel tank
remove the fuel cap if the engine keeps running then your vent pipe for the tank is blocked or you have not fitted this back on when fitting the new tank. the vent tank has a sensor that regulates the volume of air into the take if its not connected the fuel will not flow properly.

Sounds like a BCM - body control module (computer ) problem ! Do you know what that is ? Did your Mechanic check for DTC'S - diagnostic trouble codes ? The headlamp switch is a input to the BCM , the BCM is hooked to a serial data network ! The BCM sends a message on the data bus to the intelligent power module which turns on the headlamps . The same with the insturment cluster , has a processor inside . Could be a loose ground etc.... I would try another mechanic . One you knows about computer networking .

Did you pull ******* the steering wheel on the direction that it is locked? Usually rare... But I have seen the springs go bad with the tumblers in the key cylinder. You could attempt to thump under the key cylinder to attempt to bounce the tumblers while moving the key back and forth.
