very thin pipes possibly that can happen over time. you don't have obdII on a 94 and i don't think you'll get a code for a check engine light on obdI systems. you probably have a bad catalytic converter it is designed to heat your exhaust before it is expelled from the car to burn off some of the pollution. any chance it is making a terrible smell is it?

no,15 mil.wrench to release the tensioner ,the bolt is left hand thread,so it won't unscrew when you release the tension on the belt.If there is no diagram on the rad. support of the belt routing you may want to draw a "map " of the belt routing just to be safe.
