Can you please provide more detail on the program you are downloading, the model of drive, and model of computer?
On the face of it, the program seems to be saying it is not compatible with the model of drive you have plugged in, or that the drive has been reformatted in a way that is not compatible.
Does the drive show up in the File Explorer / Finder of the machine?

Where did you get the software from? Try going to Seagate Support and looking up your drive model, and doing a fresh download of the software they have for that model. If you are sure that the USB cable is plugged in correctly, the cable is probably broken. Try replacing the USB cable with another or a new one.

Try downloading TESTDISK and see if the drive is detected on the List within TESTDISK. If it is then you may be able to restore the boot sector within TESTDISK.

Medalist 4310 (ST34310A) built in 1999 (20 years old ) why use any drive this old.
why? it's useless.
my wild guess, is this
you have a PC and ustated PC has SATA only ports (modern)
and this old old HDD is PATA drive, with ribbon cable wide.
and you think it can run on modern PC.
well they do sell cards (PCI-e) that fit and work.
4.31GB is the size , holds about 1 top movie .
are you going to boot from this drive, if yes, very complex answer I will skip here. (ask maker of card , if it can)

unfortunately it appears that the internals are shot
if the funny noise is a clicking sound or squeal then the repair is a new hd unit as they are generally not repairable.

you might have to go in and setup the drive. most new drives are not set up. you have to go in and setup the drive and format it for it to work
