Either control board bad, or there is more then one circuit breaker controlling the power, check the breakers on both the inside and outside breaker box...Stranger things have happened..

Just take out the motor and hot wire it to see if it runs. If it does the issue is with the power feed in your range. Check fan for free spin. If the bearings are full of gunk it may not have enough torque to overcome it. Clean and lube both motor bearings and see what happens.

If you have a meter, you can check the elements for continuity. If they both check good, then your clock / control is bad.

See if the top heating element is open. Also check the switch that feeds power to the element.

Call your local fire department quickly before you have a house/apartment fire. They should be able to turn the gas off until you have the stove fixed. God bless your efforts.
