Im going to ask a stupid question here, is the rotor in the cap?

It looks like it is a 1956. As far as I remember the serial number is a sequential build number and does not contain specifics like live PTO, etc. Here is the chart I found: https://www.tractorpart.com/farmall_tractor_serial_number.htm

Be sure the rod from the governor that attaches to the carburetor is not causing the froze up problem and check throttle shaft on carb. The governor does not give much trouble with freezing up.

When you pull the rod does it fell like anything moves inside the tractor? If not, remove the four bolts holding the pto in the rear frame. Pull out the pto assembly and what you most likely will find is shift lever broke and not shifting the pipe sleeve to spline to the transmission shaft. Pull it out and look.

How did You set the float? Did you replace the needle valve? What about the seat? What kit did you use and we need to model number off the carb.

You have an obstruction in the main jet circuit of your carburetor. That is why you need to choke it - give it gas.

sounds like the carb is gummed up or a jet or something in the carb has a slight blockage might need to check the carb over and either clean the carb yourself or have someplace else rebuild it or clean it

Possibly a timing issue. Check the timing first. Also check the compression to verify both are within spec

TRY THIS.

Sounds as if the primary fuel intake inside the carb sounds plugged with either old fuel or junk that got past the fuel filter into the carb. Will require disassembly and thorough cleaning of the carb. I have read of some success with a product called engine med, available on Amazon, that will clean out gummed up fuel systems- with good reviews. I do not have experience with this product.

Overhaul automatic choke or fit a manual conversion (if its available)

Radiator flues clogged with dirt, hose collapsing, fan belt slipping, fan blades need cleaning, radiator needs backflush, thermostat stuck, leaking head gasket or cracked head.
