Balboa hot tub controller keeps switching back to Ecn mode

It sounds like the power surge coming back on damaged the controller. Try disconnecting the mains supply overnight to fully dissipate all voltage in the electronics. It that doesn't work, this is the maker, reach out for support.

How to change the LED colour on The Orbis by Rotospa?

On the control unit select the 'up' arrow to cycle through the LED lighting options. Some units will only have one option (Blue) while other models will have a spectrum of colours to select from. 2 'hot wires'? Don't mess with 220 volts and water that you are going to immerse yourself in. Call and electrician or the pool company and do it properly to current electrical code by a qualified professional.
