Where the water comes in to the machine is a solonoid type shutoff valve. This may be malfunctioning. You may need to remove the kick plate at bottom of machine. You will see where the water supply comes in and connetcs directly to it. When machine demands water, solenoid is energized to release flow. There is usually a basket filter inside the connection, just like on a washing machine hookup, it's possible the filter is clogged with minerals or other debris.
Shut off the water from the other end, should be a hand crank shut off, remove the supply hose from the solonoid and check to see if clogged. If not, the solonoid it's self may be bad and not opening fully or at all. In which case it will need replacing.
