The unit will not spin at high speed. I have removed and cleaned the water pump but, it still will not spin at high speed. It starts to spin and then it seems that the drain pump cycles off followed by the spin cycle stopping. Is this the result of a faulty drain pump?

When the spin doesn't start, I assume you can see no water in the machine but does the drain pump stop?
If not, it is likely to be the water sensor failing. often this is a vacuum switch at the top of the internals with a rubber hose down to the pump. This hose can get blocked with solidified washing solution. Try cleaning this hose blockage.
there is a problem in the program board
the unit starts to spin slow as the water is pumped out
that is supposed to distribute the clothes for balance and then it goes into a high speed spin
you unit is not progressing to that high speed spin
Call a technician for a proper diagnosis and fix
Complete drain must occur before spin. A no drain situation would be an actual full pool of water seen in the bottom of the machine if all the cloths were removed, sounds like you are experiencing a spin enable switch failure, which mainly prevents final high speed spin leaving the cloths dripping wet. The spin enable switch contacts become tarnished/corroded over time resulting in poor connection. If the door lock light comes on than your door lock wax motor is working. The spin enable switch is the last switch to the right in the door lock unit where the light bulb is. Part# is 22002162. If there is an actual pool of water in the bottom of the machine as if you simply removed the cloths from the unit but left the wash water, than you should look first look to your drain pump for failure, or obstruction of foreign objects, or excess lint in the pump. You might have strings and such inside the pump itself. The pump is very easy to disassemble and clean. To get to it ya need to remove the front panel which is tricky. Shove your putty knife between the top and the front panel in the vicinity of the edges of the lid. Use downward force to release the panel. Service manual and more here
You may have a pump that's bad. When it goes into spin cycle it assumes the water will be drained within a period of time before it goes into high speed spin. If it goes into high speed spin and the pump hasn't done it's job then you will get a bad mess, flood, water all over.
You may have a bad valve. The multi valve is cold and the single is hot. You can go into test mode and check them out to see if how the are fuctioning. Caution must be used. DO NOT GO INTO TO TEST MODE WITH CLOTHES IN UNIT AS IT WILL NOT BALANCE OUT FIRST AND WILL BOUNCE ALL OVER, AGAIN DO NOT DO THIS.
here is how to acces the test mode
With the unit off
Press and hold 'spin speed' and 'soil level'
turn the power on
press the start button to advance
once the tub will rotate clockwise
2nd time low spin speed
3rd high spin
4th inlet valve prewash
5th inlet main wash
6th hot water
7th bleach
8th tumble counter clockwise
9 heater comes on for 3 seconds
10 circulation pump
11 drain
12 power off
again do not attempt this with clothes in the unit.
if the valves don't activate fully than it is a bad valve and it has to be replaced.

Casa, make sure your model number starts with 417.43042 otherwise this post is trash. First have your husband drop the bottom panel and check the drain pump for debris, coins, etc. This model will not go into high spin if the pressure switch detects there is water in the tub. There was also a service flash out on this model regarding the timer not advancing. This had to do with electrical noise generated by the opening and closing of the timer contacts. This sent corrupt signals to the motor controller and the washer would stall in cycle. They corrected this problem by adding 3 jumpers to the motor controller. Part 134306000. My feeling is that you have a pump drain issue, but it's hard to tell without being there....Catriver...post back.
