hello,
you need to check your BIOS setting.Before you format,you must make sure that your CD OR DVD DRIVE is above your hard disk.Then get a window 7 formatting disk and format.This should work
Have you tried booting from a Windows XP CD? If you have one available you can boot from it, delete the partition and format it. Works all the time for me.
