failure #2 is the CCFL lamps are dead, LCD back lamps.
all are dead now, this old. (used every day)
dim (back lamps)
yellow
blinks, or intermittent
or dead.
all are dead now, unless parked in the closet for say 10 years.
recap:
1: PC is dead? fails with known good monitor.
2: Monitor is dead, test it on 1 other PC.
3: CCFL dead, as all are this old, $$$$$ fix.
4: VGA cable bad. (using this?)
5:DVI cable dead, (using this>?)
6 Power cable bad or not connected to live power or dead wall AC
upgrade to real LED back lamp'ed monitors
2010 or newer, a win. if its bad.
if the PC dies the monitor tells you it did
if the PC goes to sleep or hibernate the monitor also tells you it did that.
did it?
Going to sleep
no SIGNAL
out of range (means PC set wrong resolution)
power saver active.
NO INPUTS.
or like mine it shows scanning all ports for good video inputs, vga/dvi/hdmi.
if non found it tells you that.
during not turn on event you stated.
I have more tests
unplug the video cable from monitor to PC
when you turn on the monitor
all monitors sign on, with
words, with HP logo.
and with error message and then in about 10 seconds or so, the monitor goes asleep.
if the monitor acts dead in this test
the monitor is bad.
for sure.
and willfail while on all OTHER PCs you try it.
how is that, for simple....
the monitor good will also warn you
NO SIGNAL errors, too. a good monitors does that any time the VGA or DVI cable is missing.

Hi sir, try to check for possible leaking or bloated filter capacitor in power supply board. That symptom might be caused by insufficient current draw from power supply source. Try to check sir. Maybe it could help. Thanks!

The power supply in this monitor has probably failed, but since HP doesn't stock spare parts for their monitors you will probably need to replace the whole monitor. HP only does full unit replacements on their LCD monitor range.
HP also doesn't provide any electronic schematics so getting it repaired will be difficult.

It sounds like the power supply board on the monitor may be faulty (that or the backlight).
You could test it on another computer to see if does the same thing (or another monitor on your computer).
If the same problem occurs on this LCD you'll either need to get it repaired under warranty, or pay for it to be repaired. Or just throw it out.

I have repaired an HP 1702 monitor that had similar symptoms by replacing the capacitors on the power supply board but you have to have some electronic knowledge and do some soldering if you can buy the replacement capacitors($10+/-) from a supply store. They (at least 1) will be swollen up on the ends and may have a tar-like substance leaking from them. It is best to replace them all (may be 4 depending on the model).

If the power light does not turn color and stay's green on startup, it is not a power problem. It is most likely the inverter. If the unit is in warranty, send it out ASAP. Contact HP customer care by email and have the issue logged in.
If in warranty, they will send you a box by FedX second day and have repaired.
This is a 19" monitor and will not be worth paying for repairs if not in warranty.
