A STOP Error or bug check screen, commonly called the Blue Screen of Death (also known as BSoD, bluescreen, Blue Screen of Doom), is caused by a fatal system error and is the error screen displayed by the operating systems upon encountering a critical error, of a non-recoverable nature, that causes the system to crash. Normally white text is displayed on a blue background (hence the common name).
Stop errors are usually hardware- or driver-related, causing the computer to stop responding in order to prevent damage to the hardware,
as written in the stop error report; however, in the latest versions of
Windows, the screen presents for diagnostic purposes information that
was collected as the operating system performed a bug check.

Press "F8" while statrting , and then select "safe mode"
During the boot process, a blue bar with www.dell.com appears at the top of the screen.
If you do not press in time, let the computer finish starting, and then restart the computer again.
NOTICE: If you do not want to proceed with PC Restore, click Reboot in the following step.
The restore process takes approximately 6-10 minutes to complete.
The computer restarts. Because the computer is
restored to its original operating state, the screens that appear, such
as the End User License Agreement, are the same ones that appeared the
first time the computer was turned on.
The System Restore screen appears and the computer restarts.
After the computer restarts, click OK.
