It will turn on when you use an application that can use the webcam if you have software HP Webcam software, launch that, and then the camera should auto start

goto control panel...goto search function line.. type in web cam... follow instructions or Goto HP web site, they will walk you through it or do it by remote control
go to device manager and check is driver loaded for web cam device.
go to scanners/camera icon in contrl panel and click on that click on camera icon i u can see any live streem then web cam will be working if not restall web cam driver software and test as above
You can go to the manufacturers website to check if you have the very
latest driver for your webcam. if not, you should be able to download
it from there.
Go to control panel, then system properties, then device manager, then
hardware. check imaging devices to see if your webcam is recognized.
Look for an icon called acer crystal eye in your system tray. You should launch it by double clicking on it and then you will have various options to choose from..
