The water level in the bowl is determined by the built in trap in the back of the bowl. Water is allowed to enter the toilet and it then "over flows" the p trap in the back when flushed. Once it's flowing, it syphons the water out of the bowl. While the tank is re-filling, a small portion of water should be running down the overflow from the small hose clamped onto the overflow This rinses the inside of the bowl, as well as helps-refill the bowl. Be sure that hose is directed inside the overflow tube. To see what the max water level in the bowl can be, add some water from a cup or glass. Once it's full you can keep adding and it won't get any higher. This will be the max level you can expect.

I spent a good deal of money to get an Eljer toilet that was "guarnteed to flush every time", because I was having issues every week or so that caused me to have to get out the plunger. I found this rather annoying and disgusting. Well, I'm happy to say my new toilet does indeed flush everytime, and for that I am gratefull. But now I have a new issue that also disgusts me. The water level is much lower than my last toilet. I do not believe anything is broken on the toilet, I just needed to find the adjustment for the water level. The reason I say "disgusted" is that the water does not completely cover the "material" that eventually gets flushed. Well, when such material is in the air as opposed to under water, where I think we can all agree is where it belongs, it reacts to that air and causes horrible odors. This should not be surprising. If you walked into a room and found such material on the floor, you would not be surprised that the odor would be rather horrible. So, it should be no surprise that having some of what should be under water, not, would be an issue. I clicked on "Ask for Clarification" because I used your suggestion and found after adding water to the bowl, the level simply went back down to where it was. I need to know if there really is no adjustment of the water level possible. If so, I don't know what I am going to do, but I am in disbelief that by buying the best, I have put myself, my family, and my guests in such a disgusting situation. How could they make it this way on purpose? Leaving the any material exposed reminds me of an outhouse. Is this the intention? Did I spend this much money to have an outhouse. By the way, I am 170 pounds, a rather average sized person, lest anyone think I am unusually large. It's not me, it's just that there's not enough water in the darn bowl.
