the fill valve shut off level setting is too high. water in the tank is overflowing in the overflow tube. adjust fill valve to shut off at lower tank level

Go to Lowes and get a power plunger (it shoots a blast of water directly at the clog) or get a plumbers snake and work the clog out. Follow up with a liquid Plumber or Draino unless you have a septic tank. Good luck.

The nut has left hand threads. Turn it the other direction to tighten it.

Check the water level in the tank. The force to flush waste comes from there. Normally the fill line is cast into the back of the tank, but sometimes it is on the overflow tube. Raise the level if it is low.
Also, make sure that the tubing from the fill valve is connected to the over flow tube (the tall tube).

The white tube goes in the middle of the overflow pipe and usually has a clip to hold in inside the overflow pipe
