Check batteries with load tester.If either battery dropsmore than 1 volt under a load,the battery(s)are bad.Replace "both" batteries.

First ensure the battery is completely discharged by using a voltmeter or other suitable method.

If the battery really is dead it should be charged with a suitable known good battery charger for the required time, allowed to stand a few hours and then tested by putting it into use or employing a suitable method of testing.

All disability scooters and electric wheelchairs arrive with a dedicated battery charger which should be used if possible, though these sometimes fail and need replacing. In that case other methods of charging can be employed but purely on a temporary basis as there are safety concerns with battery charging.

If charging the battery does not work, it might need replacing and/or there might be a fault with the wheelchair.

It is possible that the new batteries are bad. This happened to me once. The charger though is probably the culprit for your problems. Have the charger tested first, or ask a scooter or power wheelchair store test or charge your batteries.

Batteries wont hold charge

Check battery harness, circuit breaker, all connections. Load test each battery. If any one of the batteries fails the load test, replace both of them. Also ensure that charger is actually charging

Charger does not seem to charge battery. Red light comes on, fan and yellow light start up then shutdown within 3 seconds. Red light stays light. What might be wrong with the charger?

How old are your batteries? Have they been charged regularly? (ie: every night) I have a hunch it may be a battery problem rather than the charger. The batteries should be load tested with an automotive load tester, or you could take the batteries to a local service station to have them tested. If they test poorly, both batteries need to be replaced.

the "cane crutch holder" is an acessory part that you can get, fitted to the back of the seat, to hold a crutch or cane. it does not affect the chair itself at all.
there are two most likely reasons for your problem, neither of which actually involve the arm and controller.
1. if the battery light is flashing 9 times when you try to move, then you need to check the motor locks are engaged properly. see page 27 of the manual for photos and location. these are also known as "freewheel levers" and allow you to disconnect the motors to push the chair manually. if the levers are engaged properly, it is quite possible that the switch, or switch wires have broken and the chair thinks that they are off. these are very cheap and easy to replace and are located where the lever connects inside the chair.

2. if the battery light comes on and stays on, then you may need to have the batteries checked. if the batteries have not been charged for a while then sulphur may have built up on the lead plates inside the battery. this can mean that the batteries will show fully charged, but as soon as you try to draw power, they cannot function due to the sulphur, and instantly show as flat.
any auto shop should be able to perform a battery load test for you to test this. a 100amp load test for about 6 seconds will test the battery performance and let you know if they need replacing. most places will do this test for free but the batteries need to be fully charged first.

hopefully, one of these solutions will work as these are the most common fault for the symptoms you are describing. you should find the manual quite useful as well.

How do you do a load test on the batteries o f my jazzy 1115 power wheel chair?

You don't do load tests on deep-cycle batteries, unlike car batteries. Car batt's are measured in cold cranking amps, deep cycle are in amp-hours. The best way to test is to drive the chair (which loads it), and see how long it runs. It should take you a good five miles and still be in the green. If not, time for new batts.
