On a new shower posi-temp single control installation(moen L82691), and with only the cold water supply on, there is very low water volume when the cold is turned full on. Hot water supply is not available until I can eliminate supply line pressure as a possible cause. Is it possible that pressure imbalance internal to the control unit is a possible cause of the low pressure symptom?
When it was installed was there any copper sweating done? If so, the valve cartridge can get fried if not removed prior to the immense heat from a torch.

I think you are on the right track. The first thing I would do is change the cartridge. While you have the valve apart examine the inlet ports as good as you can to see if there is any mineral buildup. You can use a short length of a small gauge mallable wire to run into water ports to se if you can break anything loose. Another thing you can do is to turn supply stop on slightly while you have the valve disassembled to wash any particles out. Hope this helps you and thanks.
I just had the same experience, except I used a non-Moen cartridge. (It was from Ace Hardware, and Ace told me that Danco was the manufacturer.) When I pulled the cartridge back out, one of the two hard plastic seals on the side of the cartridge had torn, presumably on the sharp metal opening on the water supply pipe. I'm guessing there's something wrong with one or both of the seals on your new cartridge.
posi temp's usually have shut off valve's to the left and right of center.remove trim plate and check, make sure they are turned full on.i am pretty sure they are quarter turn type, and they have a screw driver slot, when there horizontal they should be fully open
The posi temp valve has a little system built inside to anti scald you when your taking a shower, they have little parts that move back and forth, they get easily clogged from sediment and minerals in the water and always get stirred up when the water is turned off and back on from doing work.
The Moen Posi-Temp Valve is a pressure balanced valve and when not used for long periods of time they can stick causing only cold or hot water to pass through the valve.
A New Posi-temp cartridges can be purchased at most plumbing supply houses or big box outlets such as Lowes or Home Depot.
As long as you had cold water before, a new cartridge will solve the problem. In the future it would be wise to occassionally operate the valve at least a couple of times a month in order to keep the pressure assembly from becoming lodged in position. Just follow the instructions included with the new cartridge on the proper removal of the old cartridge and the installation of the new cartridge. a little silicone grease inside of the valve before installing the new cartridge will also help.
Be sure that there is no particles of the old cartridge left in the valve.
