Though those radios are "Marketed" as "10 Meter Ham Radios" (Wink Wink) they were and are intended to be Illegally used on the CB frequencies and those frequencies in that general frequency spectrum. Those radios are "NOT" Type accepted for any band within the generally accepted Radios services. That said, do you notice that the radio itself is drifting while you are listening to stations on Single Sideband ? Drifting on AM wouldn't be very noticeable unless the radio is drifting a lot. Like 2 or 3 KC! I have seen Frequency counters drift when the radio didn't. Also, because the radios are made of less expensive componants, Frequecy stability issues can be caused by changes in temperature (Cold to Warm during the winter months). This is generally due to crystal or adjustable coil issues in the frequency generation circuitry (Mixer and fundimental stages). Best to bring it to a shop after you determine if the radio is really drifting (Verified by using it on SSB for an extended time).
There is a fix the last statement was ENTIRELY untrue.
Take the radio to a shop or tech you cant trust, and have it re-allinged and all will be fine. Possible a bad/weak voltage regulator; i had similar problems with an old Sommerkamp.
Just dont trans on the 10 meter band w/o a licence and you'll be ok.... its not like youre smuggling in illegal ailens!
Since the RCI 6900 is a 10 meter ham radio, and not desogned for the 11 meter band, when you had it modified, you also expanded the PLL chip past it's normal use. 10 Meter radios are not designed for CB use ( and of course this is also illegal ) so the PLL does drift. There is no real fix on this problem. Sorry

frequency drifting on last number really doesn't make much difference. Lets say you are on CH 1 26.965 and the counter says the frequency is 26.9648 . Its not right but it close enough that its not going to make a whole lot of difference .Signal meter not working is not a problem either . You have to check the schematic for what voltage operates the meter,check to make sure that voltage is there. If it is then you should change the meter., if no voltage then you should check for the solution as to how to get it back. When the radio warms up and you hear people talking take some freeze spray and give the audio IC a shot to see if it still works or not .
The mixer crystal is unstable. It may need replacing. Some times you can reset them. Take a soldering iron and heat up the mixer crystal up for about 5-7 seconds. See if this stabilizes it. If the radio still drifts,then you need to replace the mixer crystal.
the radio needs to be aligned. The VCO may be unlocked.
What ever is not in alignment is off ever so slightly so that when you turn it on, its off freq, but once it warms up it is on, because some parts will slightly change values due to heat or temperature change.
It may also be a resistor that is loosing its value some where in the mixing circuit. Its off until it gets warm because it is going bad.
If you know what you are doing you can track it down with an ohm meter. Each color code is a different value. If the resistor is not what the code says it is, then there is a problem.
You should take it to a tech to have it aligned. In most cases, because its of and or the VCO is off, it can drift until its been aligned again and the VCO is locked up.
